Rationale

 

The potential of e-governance has been recognized by governments world over. E-governance, for example, can greatly enhance the efficiency and effectiveness of government processes, enhance the provision of information and delivery of services to citizens and other stakeholders, and promote public participation and consultation. However, the potential for e-governance in most African countries remains largely unexploited.

 

e-local governance is defined as the application of ICTs to transform the business of government and to enable the broad inclusion of citizens in public management, public service delivery and democratic participation at the local level.  Despite its potential, e-local governance has received very little attention in most African countries and there are very few e-local governance initiatives several years after the development of national e-governance policies and strategies by many African governments. At the same time, where initiatives have been implemented, their effect on local good governance has not been effectively assessed.

 

Local Governance and ICTs Research Network for Africa (LOG-IN Africa) is a pan-African network of researchers and research institutions from Egypt, Ethiopia, Kenya, Mauritius, Morocco, Mozambique, Senegal, South Africa and Uganda. It was formed in 2005 to assess the current state and outcomes of e-local governance initiatives in Africa, and in particular how ICTs are being used to realise good local governance.  The overall research question isWhat progress has been made and what are the outcomes in the provision of e-local governance in Africa; what are the challenges and threats; and what are the good practice strategies and solutions that are emerging?” The overall objective is to inform, support and orient African countries and other stakeholders in their policies and practices concerning the application of ICTs to local governance.

LOG-IN Africa is organizing an international conference at the end of its two-year research programme in June 2008. The conference will bring together e-local governance researchers, practitioners and developers from government, academia, industry and non-governmental organizations to share the latest findings in the theory and practice of e-local governance.

The conference will be held in Cairo, Egypt on 5th and 6th June 2008 at the Cataract Resort Cairo.
