Abstract
ICTs at the local level have a crucial role to play in sustaining socio-economic transition and enhance global competitiveness successfully. Local authorities in Mauritius are being given extra responsibilities to shoulder central government vision of ‘putting people first’, promoting entrepreneurial culture, accelerating the process of economic democratization as well as meeting the requirement of a new tax regime like the National Residential Property Tax.
The Mauritius research project assesses Revenue Management system (RMS) and its impacts on five principles of good governance, namely: transparency, responsiveness, efficiency and effectiveness, equity and strategic vision. The research is focused on three municipalities which have computerized revenue management and the system operational for more than one year. The overall research objective is to look into the aspect of e-administration and e-service delivery in these municipalities. Based on the theoretical framework, it also identifies the demand and supply side barriers preventing the emergence of e-local governance. The main instruments for data collection are: targeted interviews with key informants, focus group discussions and questionnaires for technical (back office), front line staff and consumers.
